Decide Which Courses to Retain as WSQ

Applicable for courses approved after 31 Aug 2025. For these courses, you can select either "Whitelist" OR "Do not Whitelist" under column "Whitelist Decision". Courses without the selection button have been whitelisted or dropped during the whitelisting exercise held in Q4 2025.

What to do

For each course, indicate whether it should continue as a WSQ course under WSQ 2.0:

Click Whitelisted → Course will be whitelisted and continue as WSQ
Click Do not Whitelist → Course will cease WSQ status upon expiry

Where to input

Review both tabs and indicate whitelisting decision for all applicable courses:

Modular courses (SOA Courses tab)
Full Qualification courses (FQ Courses tab)

Select K&A Statements for Cross-Sectoral Skills

For whitelisted courses transitioning from SFw 1.0 to SFw 2.0, Sector Agencies are required to determine the Knowledge and Ability (K&A) statements to be covered for each cross-sectoral skill and proficiency level (PL), to support standardisation of training across courses in the sector.

For sector-specific skills and Critical Core Skills, no action is required. These will be mapped to their corresponding SFw 1.0 K&A statements, and courses will continue to deliver the same set of K&As, with mapping to SFw 2.0 skills handled via system-generated skill codes.

What to Do

For each cross-sectoral skill and proficiency level (PL):

Select the relevant K&A (Knowledge & Ability) statements under "Bundle 1"
Add additional K&A bundles if required using "Add K&A bundle"
(Optional) Review courses using the skill and assign the selected K&A bundle

Where to Input

Select K&A statements
- Tick the relevant statements under "Bundle 1"
  - K&A statements tagged as "exact match" are pre-selected
    - Exact match = K&As that appear in both SFw 1.0 and SFw 2.0 skills
- You may unselect pre-selected statements if not required
- You may also select K&A statements tagged as "v2 only"
  - v2 only = K&As that belong to SFw 2.0 skills and do not exist under the corresponding SFw 1.0 skills
- When selecting K&A statements, please exercise discretion on the number selected, as all selected K&A statements are expected to be taught by Training Providers when the course is delivered
Add more K&A bundles (if required)
- Click "Add K&A bundle" to create additional bundles
- Use additional bundles if different groups of courses require different K&A selections
(Optional) Assign K&A bundle to courses
- Click "xx courses using this skill" to view courses
- Refer to the courses tagged to the SFw 1.0 skill
- Under "K&A Bundle", select the relevant SFw 2.0 bundle if you wish to tag them to courses

Sector-specific skills do not require K&A selection
Each K&A bundle should:
- Include at least 1 Knowledge (K) and 1 Ability (A) statement
- Cover at least 40% of total K&A statements

What to Do

If new courses are needed, create one or more proposals by:
- Selecting the relevant skill and proficiency level
- Defining the Training Provider(s)
- Selecting the K&A statements to be covered
When selecting K&A statements, please exercise discretion on the number selected, as all selected K&A statements are expected to be taught by Training Providers when the course is delivered

You may refer to the list of courses using retired / unmapped SFw1.0 skills to identify gaps where new WSQ2.0 courses may be required.

If this list is not displayed, it means there are no courses using retired / unmapped SFw2.0 skills for your sector

Where to Input

For each proposal:

Select Skill and Proficiency Level
- Choose SFw 2.0 Skill Title
- Select the corresponding Proficiency Level (PL)
Select K&A Statements
- Review the Knowledge (K) and Ability (A) statements displayed
- Select the statements to be covered by the course
Provide Training Provider(s)
- Enter Training Provider Name(s)
- Click "Add TP" to include more providers if required
(Optional) Provide additional details
- Enter Proposed Course Title (if any)
- Enter Any Other Criteria (if any)

- If no new WSQ courses are required, you may proceed without completing this section
Entry criteria define a pre-determined set of skills, Training Providers and course requirements to guide the submission and approval of new WSQ courses
Where both skill(s) and Training Provider(s) are provided:
- New course submissions by these Training Providers may not require additional SA endorsement
If entry criteria are not defined:
- Sector Agencies register as or appoint a Course Endorsement Body (CEB) to provide endorsement for course applications
For each proposal:
- Only 1 SFw 2.0 skill + PL is required
- Only 1 K&A bundle is required
Selected K&A statements should:
- Include at least 1 Knowledge (K) and 1 Ability (A)
- Cover at least 40% of total K&A statements

Review Previous Entry Criteria (SFw 1.0 → SFw 2.0)

(Mandatory – complete only if you have previously provided entry criteria based on SFw 1.0 skills)

What to Do

If you did not provide any earlier inputs, no action is required
If applicable, review the mapped SFw 2.0 skills and K&A statements, and update the K&A selection where necessary
- When selecting K&A statements, please exercise discretion on the number selected, as all selected K&A statements are expected to be taught by Training Providers when the course is delivered

Where to Input

For each mapped skill:

Review mapped skill and K&A statements
- The system maps your earlier SFw 1.0 skills to corresponding SFw 2.0 skills
- K&A statements tagged as "exact match" are pre-selected
  - Exact match = K&As that appear in both SFw 1.0 and SFw 2.0 skills
Refine K&A selection
- Review the pre-selected K&A statements
- Unselect any statements that are not required
- You may select additional K&A statements where relevant
  - v2 only = K&As that belong to SFw 2.0 skills and do not exist under the corresponding SFw 1.0 skills

⚠️ Important

This section applies only to SAs who have provided previous entry criteria under SFw 1.0
If no prior entry criteria exist, you will see "No entry criteria data for this sector" and may proceed
For each mapped skill:
- Only 1 K&A bundle is required
Selected K&A statements should:
- Include at least 1 Knowledge (K) and 1 Ability (A)
- Cover at least 40% of total K&A statements
Pre-selected K&A statements:
- Are based on exact matches between SFw 1.0 and SFw 2.0
- Can be edited (added or removed)

Define Entry Criteria for New WSQ 2.0 Full Qualifications (FQs)

(Optional – complete only if new WSQ FQ courses are required)

What to Do

Use this section only if you need to define new WSQ 2.0 Full Qualifications (FQs) for your sector.

If existing WSQ FQ courses are sufficient, no action is required
If new FQs are needed, create one or more proposals by:
- Defining the FQ title
- Selecting the relevant SFw 2.0 skills and proficiency levels (PLs)
- Selecting the K&A statements for each skill
- Defining the Training Provider(s)
When selecting K&A statements, please exercise discretion on the number selected, as all selected K&A statements are expected to be taught by Training Providers when the course is delivered

Provide FQ details
- Enter Proposed FQ Title
Add skills to form the FQ
- Select SFw 2.0 Skill Title
- Select the corresponding Proficiency Level (PL)
- Click "Add Skill" to include more skills
- Minimum number of skills required depends on meeting the minimum total CV requirement for the respective WSQ qualification level.
Select K&A statements for each skill
- Review the Knowledge (K) and Ability (A) statements displayed
- Select statements to form ONE K&A bundle per skill
Provide Training Provider(s)
- Enter Training Provider Name(s)
- Click "Add TP" to include more providers if required
(Optional) Provide additional details
- Enter Any Other Criteria (if applicable)

- If no new WSQ FQs are required, you may proceed without completing this section
Entry criteria define which new WSQ FQ courses can be submitted and approved under WSQ 2.0
For each proposal:
- Each skill requires 1 K&A bundle
Each K&A bundle should:

- Cover at least 40% of total K&A statements
Where both skills and Training Providers are specified:
